Updating just sdl2 will result in some audio issues (bad megamix loops, menu beep issues, etc.)
those can be resolved by also updating mixer
Issue: just updating mixer will break the votescreen loops
This will disable the hack that was in place for older sdl2 versions which caused issues with sound resampling, since some version those issues got resolved so we dont need to force directsound anymore
Instead use whatever sdl wants to use (WASAPI for windows 8 and newer), this resolves those issues
Hopefully there are no other regressions, so this also needs a bunch of testing
