Fixes issues with certain keyboard layouts when using the native input method
Maybe fixes some other issues aswell (like gamepad id´s)
Needs still some regression testing, but so far everything appears to be working fine

SDL_mixer should not be updated due to issues with audio looping
Without updating sdl_mixer certain songs and the menu beep break, currently testing updated sdl_mixer again but switching to WASAPI instead of directsound, which seems to fix those issues, atleast from my short testing
so https://github.com/Indev450/SRB2Kart-Saturn/tree/updatemixer should be merged aswell with this

Will try to statically link both SDL2 and SDL_mixer before merging this, to avoid dll confusion and potential issues arising from it again

couldnt really get it to link statically, and dont really feel like messing with it currently, especially since theres also cmake to be taken into consideration, so just gonna merge it for now
