Nothing super crazy but this shrinks m_menu by over 3000 lines

  • Gets rid of unused things (mostly SRB2 leftovers and commented out things)
  • Splits all the Menu definitions into a seperate file m_menudefs (so we dont have to always open the huge mess if we wanna add some new cvar into a menu)
  • Gets rid of a bunch of duplicated stuff for splitscreen
  • Cleans up some localskin stuff

this def needs a bit of testing
