Mostly just unnests all the packet handling into seperate functions
Renames TICQUEUE to BACKUPTICS (this does change tic handling slightly, needs some testing if this causes any issues)
Gets rid of netbuffer global (thx SRB2classic!)
And a few ipv6 fixes, though it remains disabled for now
