As it says on the tin
This ports the new makefiles over adjusted for kart/saturn
this should greatly simplify adding new things and is generally less of a mess somehow also compiles faster executables
aswell as adding support for building c++ code (port from blankart)
Since i couldnt get the dedicated server build to work with the old makefiles, it is included here now
Build with DEDICATED=1
This is much lighter and automatically omits unessecary libraries aswell as removes the sdl2 dependancy
for more info see the original pr https://git.do.srb2.org/STJr/SRB2/-/merge_requests/2246/
marking as draft since we should see to get bluajit to work with this, even if we dont include it in normal saturn, it still will be used for 32p and neptune
