this refactors tab and intermission rankings

  • It moves drawing code into its own function
  • Keeps track of the actual player
  • is more clean and readable
  • Highlight color is now applied to all local players
  • Just like hostmod scoreboard, highlight color now follows player color

Needs some testing to make sure everything still works as intended
