* builds/win32/ftdebug.c (OutputDebugStringEx): New function/macro
as a replacement for OutputDebugStringA (which WinCE doesn't have).
Update all callers.
(ft_debug_init) [_WIN32_CE]: WinCE apparently doesn't have
environment variables.
