Previously, FreeType misleadingly returned
FT_Err_Unknown_File_Format if a module was missing (or a test was
missing completely).

errors in the bytecode interpreter only.

For most OpenType tables, `tt_face_load_xxxx' simply loads the table
and `face->root' is set later in `sfnt_load_face'. Here, we try to
make this work for _all_ tables.
